Upper Tonto Creek is a small campground tucked away from the main highway, where the Tonto and Horton Creeks merge. The union of the two creeks sits at the north end of the campground, and the site is open May 1 through November 3. Families may enjoy fishing at both Tonto and Horton Creeks, a popular sport in both, or pass time hiking through the nearby Horton Creek Trail or Derrick Trail. Both of these trails access the Highline National Recreation Trail (#31). The campground has 6 campsites, 3 picnic sites and a double vault toilet. This location is unstaffed.
